Please tell me exactly what to do in order to avoid this “chaos” I see instead of russian alphabet!

As you login, you may switch the forum language into Russian, and the mess with characters would be gone..
dammit.. I mean, the Russian alphabet is supposed to be displayed correctly regardless of the forum language choice...
there's still much left to work on
